The programming would be 38 affordable units with either two or three bedrooms. The proposal includes an entrance lobby with mail and package areas, a resident services office, a laundry space, bike storage, an interior community room, and outdoor resident areas connected to Path Home’s Family Village. There would be exterior bike parking and structured stormwater planters with underground detention piped to stormwater infrastructure on Southeast 93rd Avenue.

Changes are proposed to an 866-square-foot commercial building as well as a change of occupancy from business to mercantile for a cannabis dispensary. The scope of work would include removing the front overhang, relocating the entry door, constructing an ADA-accessible ramp, modifying the exterior facade, and reconfiguring the interior. The proposed work would qualify as an exterior alteration to an existing development affecting less than 500 square feet of facade area. A type I design review is requested to address applicable design standards, including pedestrian connection, ground-floor windows, street-facing windows, weather protection, landscaping, and frontage improvements. No significant changes to stormwater management are proposed. Existing site drainage conditions will remain, with any minor improvements addressed under public works review if required.

The proposal is for change of use and a tenant improvement within the building. The scope would be limited to interior alterations to support a cannabis dispensary and to address previously unpermitted work. No building expansion, increase in floor area, or modification to the building footprint is proposed. Exterior changes would be minimal and include the reinstatement of previously covered storefront glazing along the Southwest Spring Garden Street frontage. The existing site is largely maintained; however, noncompliant parking stalls extending across the west property line have been removed. Minor restriping is proposed for accessibility. No ground disturbance or increase in impervious area is proposed. Stormwater management systems and drainage patterns would remain unchanged.
