Early assistance – application

Plans call for construction of a 92-unit apartment development with parking and a public half-street connection between Southeast Crystal Springs Boulevard and Harney Street. There would be seven 8-unit buildings and one 4-unit building. The 4-unit building would include community recreation space and leasing offices. Open space would be provided. A playground and gazebo are proposed in one of those spaces near the 4-unit building.

The proposal is to cut down a large cottonwood tree in the environmental protected overlay. To mitigate the impact, 14 trees and 12 shrubs on the native species list for the area would be planted. The entire length of the bank along the slough would be used because the area is already heavily forested.

The proposal is for the removal of sloped, standing-seam metal roofs and the installation of new single-ply roof membranes to match original construction of roof areas.

The proposal is to convert an 866-square-foot commercial building into a cannabis dispensary. There would be a change of occupancy from business to mercantile. The scope of work would include removing the front overhang, relocating an entry door, constructing an ADA-accessible ramp, modifying the exterior façade, and reconfiguring the interior. Less than 500 square feet of façade area would be altered. A type I design review is requested to address applicable design standards, including pedestrian connection, ground-floor windows, street-facing windows, weather protection, landscaping, and frontage improvements. No significant changes to stormwater management are proposed. Existing site drainage conditions would remain, with any minor improvements addressed under a public works review if required.
