An adjustment is sought to waive a screening requirement for installation of a utility commercial service pedestal to accommodate installation of a charging station for buses. The proposed charging station and PBOT right-of-way permit pathway have been confirmed; all that remains is approval under this application to install a Portland General Electric commercial service pedestal.

The proposal is for construction of below-ground utilities, replacement of non-historic cabinets and electrical equipment on platforms, replacement of water service cabinets, installation of a compressed air building and distribution system, installation of bollards, resurfacing of tracks 1-4, replacement of non-historic lighting with LED fixtures, reconstruction of at-grade maintenance crossings, and installation of a new parts storage building.

The proposal is for the adaptive reuse of a motel into a recovery center providing mental health and substance use disorder treatment services. The facility would accommodate clients on a short-term residential basis. As part of the conversion, the total number of guest rooms would be reduced from more than 115 to approximately 70. A new dining hall is proposed, including integrated outdoor dining areas. The property would have a 6-foot-high fence and a controlled access gate around the perimeter to ensure privacy, safety, and proper supervision. The amount of parking would not increase. Also, interior parking areas would be removed and replaced with landscaped open space, resulting in a net reduction of impervious areas.
