The areas, separated by an exposed basalt cliff, are connected by an elevator. The proposal is to add an exterior stair connecting the two levels to provide better access for guests and staff.

A new single-story facility would serve day use activity and include public restrooms, interpretive displays, and a nature store. There would be a reconfigured maintenance yard with dedicated vehicular access off Fairview Boulevard, and a new bus stop. Stormwater would be managed on-site with flow-through planters.

This would be a secure residential treatment facility licensed by the Oregon Health Authority. There would be 16 residential beds, counselor offices, common areas, single-use bathrooms, and an outdoor common area.
