Plans call for reconfiguring and modestly expanding the transmission system within the utility easement within Forest Park. A 1,400-foot-long transmission line would be constructed to connect existing facilities to the Harborton Substation. The work would include relocating a transmission pole, installing two steel monopoles, and restringing conductors on new and existing structures.

Site work would create one-way circulation with a single entrance/exit on Lombard Street, nine parking spaces, a trash enclosure, landscaping, and right-of-way improvements.
