31-story Cosmopolitan Tower hotel proposed by Weston Development
The Cosmopolitan Tower, originally designed as a 232-unit condo project, was reimagined as a 312-room hotel. Weston Development Co. is negotiating with the Portland Housing Bureau to purchase the property on Northeast Grand Avenue.
